BBEG 5e...sort of. Garland Underfoot, Master of the Seaforge Thieves' Guild
Garland Underfoot is a gentleman amongst thieves. While he is the Guildmaster for the Thieves of the city of Seaforge, he is *also* guildmaster for the Ragpicker's Guild and the Cleaner's Guild, important city services.
Garland is practical and reasonable, but also utterly ruthless when he needs to be. Not a halfling to cross.
