Random BBEG #2: Angry Shifter Druid

This guy is a shifter, descended from werewolves. Find a place where the nearby wilderness is being damaged by civilization, a place where too much forest has been lost, and let him loose. From the safety of the woods he unleashes animal and elemental attacks, and devastating spells like Storm of Vengeance and Control Weather. This is the 'villain', who, to avenge the ravaged wilderness, binds or pacts with an Elder Tempest or the like, even more than one great elemental, to destroy the city he hates.

In the final battle he's got animal minions, a big elemental, tons of forms to change through for versatility and extra hp while casting spells freely, and that last nasty blast of Shapechange for real battle forms. The first one assumed should be the highest HP, because for this one you keep the HP throughout the spell. But after that, cycle through forms for their utility, for their unique powers. As a druid you'll still be able to cast. So Go Wild.:) The Goristro and dragon tortoise are great openers.
